Michael Sweeney is the Executive Head of Business Systems and IT Operations at Ireland’s State Claims Agency, a directorate of the National Treasury Management Agency. In this role, Michael leads the strategic direction and operational delivery of technology solutions that support the Agency’s mission to manage public liability and property damage claims, and to provide risk management services to over 150 State Authorities nationwide.

With more than 25 years’ experience spanning engineering, finance, insurance, and healthcare, Michael has a proven track record of driving digital transformation in both public and private sectors. Since joining the National Treasury Management Agency, he has played a pivotal role in the design and implementation of the National Incident Management System (NIMS), delivered across both the Riskonnect and ClearSight platforms. This system now empowers more than 50,000 users across approximately 150 state authorities—including healthcare, the prison service, police, and defence forces—to efficiently record, manage, and review incidents and claims activity.

Michael has led the delivery of a comprehensive suite of risk and claims solutions, including incident management, patient safety, enterprise risk management (ERM), audit tools, and claims management solutions. His leadership and technical expertise have been instrumental in advancing the Agency’s risk management capabilities, ensuring robust, scalable solutions that support Ireland’s public sector in delivering safer, more resilient services.
