Pat Kirwan is the Deputy Director of Ireland’s State Claims Agency, a Directorate of the National Treasury Management Agency. Ireland’s State Claims Agency is responsible for managing the country’s claims in respect of public liability and property damage, and for providing Risk management services to more than 150 State Authorities nationally. He has almost 30 years of experience in risk management across both the public and private sectors. He has founded and chaired the State’s Risk Management Network and been a member of numerous risk and safety groups including the Visitor Safety Group, the National Healthcare Quality Reporting System Task Group, Critical Incident Stress Management Network Ireland, the HIQA Ministerial Advisory Group on Data within Healthcare, the Major Emergency Task Force and the Cost Of Insurance Working Group. Pat is the SCA’s Project Sponsor for the design, development and implementation of the National Incident Management System (NIMS) across the State sector developed on the Riskonnect platforms, which is available to over 50,000 users nationally across ~150 state authorities including healthcare, the prison service, the police and defence forces, allowing users to record and manage their incidents and review claims activity, and in addition provides an audit and risk register application. This project has achieved international recognition for successful risk initiatives.
